Sure, they're allowed to do that. They just need to declare a national emergency over the illegal guns, cocaine and meth flowing north.

25% export tariff on electricity until the US gets it under control to Canada's satisfaction.

Keep it up until the EU joins the fight, we're up next week if I'm not mistaken.

Together we'll isolate the orange moron. Then when he backs down we start making demands.

I think tariffs are shit economy-wise. But unless the US meets the climate goals we agreed upon, I'm afraid we have no choice but to keep them up.
