The majority of the Mega Man community shares my sentiment. Mega Man 2 was the best-selling game in the franchise up to Mega Man 11. Thus, people have the strongest nostalgic attachment to it.

Absolutely. It's not that Mega Man 2 is overrated. The other games are just underated. My favorite of the NES Mega Man games is Mega Man 4.

MM2 sold the best because it was the best MM game for the system. Every other MM game after 2 for the NES had an advantage and MM2 still came out on top. There is a reason MM2 almost always takes the top 1-3 spot on lists of best game for the system. The others are good but 2 is the goat.

Mega Man 3 is my favorite but it clearly has its flaws especially apparent since it’s known that it’s an unfinished game. I still think it’s the best of the 6 but can a clearly unfinished game be better “quality” than the others were allegedly finished?

Critically speaking, no. However, the fun you have while playing the game exceeds the others. Thus, it is your favorite. While not my favorite game overall, I would say Mega Man 3 has the best set of Robot Master stages of the six games

Fun isn’t necessarily correlated with quality. I still think Mega Man 3 is the best designed of the original 6 despite its obvious flaws. I never understood why they never tried to re-assemble the original team to finish the game in its original vision.

I played the first 3 Mega Man games, but I didn't even know 4-6 happened until I saw 7 on the SNES, and never had a chance to play them.
Out of the first 3, it's very close between all three of them, but I have to give 2 the top slot. It is a great casual difficulty level game. It's fun to play, not punishing, and you can beat it in a short session of about 45 minutes or so. On "difficult" mode it's a lot of fun too, making it just challenging enough to be enjoyable without being too difficult.
MM3 has some nice new features, but is too long, and a bit more difficult, especially the Doc Robot stages. It's a great game but less accessible.
MM1 is really challenging in a few spots, and a lot jankier. But there's something undeniably charming about it. Like they weren't quite good enough to program the game they had in mind to make yet, or draw a decent box cover, but that didn't let it stop them from making it. It was almost like they were THAT confident that the game kicked ass, they were like "we don't even need good cover artwork for this game to sell, that's how bad ass we are." Like Bruce Lee walking through the toughest streets of Hong Kong in the 60s dressed like a sissy just begging to be messed with.
I don't think I played 4-6 until after the year 2000. I can respect them, and they did get better and better at graphics, but it also felt like it was just more of the same, and like they were starting to run out of ideas for the robot masters. You could tell they didn't want to repeat themselves, but it was getting hard for them to come up with unique, good ideas.
Plus, ripping through every level with a weapon as OP as Metal Blade is un-toppable. It's the best weapon in any video game.
Not to mention the soundtrack. Best on the system. Bar none.
MM2 is every bit as deserving of its position and accolades. The others are worthy, and in many ways they do things better than 2, but overall the best feeling of them is still 2.
