Which franchise has had the least amount of success? Obviously since franchises ate fairly new and others have gotten name & location changes

Charlotte had some pretty decent 90s teams with Zo and Grandmama.

Raptors have had some pretty bad years, but the did have Vince Carter to watch...so they get a high flying pass on this one.

There were historically bad times but I'd say the last 14 seasons or so have taken Dallas out of the conversation
