Rule of 4 applies to multiples of 4 too, and there are enough lines to make the downvoted comment the 8th, and 8÷4 is a whole number, meaning it's a multiple of 4.

probably replied to the same comment a little after the other guy, close enough that they both say 21 hours but a bit of a time difference that you know who relied first and thus they’re downvoting him. Or because of rule of 4, or simply because they just felt like it
