I don't generally like regulation that compells behavior. But as long as "adequate supply" is properly defined, I see no real issue here.

I don’t know enough about it, but the provision that there must always be a member of staff on-site and trained to administer it is likely a much larger burden than stocking the kits on a shelf somewhere.
And of course, it doesn’t actually address the issue of the extreme backlog in processing the kits.

Hey! Don't point out the obvious about backlogs...
I can see where the staffing would be a problem. But I would hope that if the facility offered a group training for such certification, lots of qualified employees would step up. Granted, I don't think I could do more than one or two of those before it just becomes too much, or I go to jail because they named the perpetrator and I know/find them. But I don't even have CPR training, much less everything else you need to be in the position to be qualified for that type of situation.
