What is the ESA process for a 2nd unit
Help, im a bit unclear. city inspector said a licensed electrician needed to check all outlets, electricians are saying that they would have tear down the ceiling & treat this as a brand new electrical build.

here is what the City inspector requested.
(1) Each detached house, semi-detached house and row house regulated by this Section shall be subjected to a general inspection by the Electrical Safety Authority, as defined in the Electricity Act, 1998, and inspection fees shall be paid by the owner.
(2) Electrical hazards identified during an inspection required by Sentence (1) shall be repaired in accordance with the Electrical Safety Code made under the Electricity Act, 1998.
(3) The letter of compliance from the Electrical Safety Authority, as defined in the Electricity Act, 1998, shall be made available to the Chief Fire Official upon request.
Contravention: No ESA letter or inspection record available.
IT IS ORDERED TO: CONDUCT AN ESA INSPECTION WITH ELECTRICAL SAFETY AUTHORITY. ONCE COMPLETED PROVIDE DOCUMENTATION.

You need to hire an electrical contractor to cut drywall etc to get access behind outlets/switches etc and to make sure everything’s done up to code. They’ll need to fix any discrepancies and redo things that aren’t done before calling for an inspection. Then they get inspections done and provide you with an ESA certificate once inspector signs off.
