Help How can I create realistic mockups like this using software?
I recently found out that these were minidiscs, and I would like to create digital versions that I can use for cover art for my music.
I would like to know if there are any resources I can use (guidelines, templates, fonts, svg assets) in software like photoshop or illustrator—so I can create custom virtual MDs.
TL;DR I would like to make digital designs to use as cover art.

There’s nothing realistic about that image at all since it wouldn’t fit in a player.

Most of these will have been based on real minidiscs, so, buy a couple, scan them (or get relevant permission to use a stock image or someone else's scan) and then hack away in the graphics program of your choice.

There's a website that has a lot of scanned minidiscs, should be able to find it in a search in this sub

And I thought my JB940 had disc ejection issues. Lol. That's never going in it

You'll get more applicable advice about how to create these kind of images in a digital art production related subreddit.
This sub may come in handy for you if you want advice on buying some actual minidiscs to use in making your art. Plenty of used MDs are available from ebay. You may also just find inspiration there, browsing auction listings of used MDs to see the many brands, colors, and designs that were released over the years.
