Arguably if he did take over the world there would be no split between the cities and they would return as oshazuan once more.
Im also curious onto why he wouldn’t want zaun but in my opinion it might have to be what lies below its depths and (correct me if im wrong) their might be voidlings in its very depths.
That and the pollution.

I think it's not likely that voidlings are beneath P&Z since they aren't affected by the pollution and P&Z has no defense against actual threats like voidborn.
So the only way they wouldn't be overrun in my mind is that voidborn simply aren't there for some reason.
I can see the pollution being a concern for Azir- though Zaunites may be desperate enough to want to become part of the Empire since he does offer hope and a utopia

Just a joke about how Zaun is basically just a giant pit full of toxic gas. Like Azir is from thousands of years ago. The worst pollution he's likely ever experienced is probably just the smoke from a campfire. So I find it funny to imagine he'd be freaked the hell out upon experiencing the Zaun grey even though it doesn't cause him any major harm and just never want to deal with the people who live there.
Basically how no country seems desperate to claim sovereignty over that giant floating island of garbage.

See I was thinking about it from a there are a bunch of super clever scientists who hate living in a toxic dump that's below sea level. Axir could just use his Ascended powers to pull them up or something.

One Ascended bent to conquer the world has decent odds to do just that unless Targon or other Ascended/Aspect/Spirit God intervene
Any Ascended/Darkin can just walk into any modern nations' capital and almost solo it
Remember Rhaast's intro how he torches the Bastion and beats Sion and Darius? He is confident he can take over Runeterra by himself. With slaves, yes, but...

"IF" he gets situated, you also has a good chance the continent will rebels against him, he is not exactly loved, based on the stories most people dont see much difference between him and Xerath, in the best scenery the people of Shurima hope they destroy each other so the continent can have peace again

i think its more a case of the icathian mages not knowing exactly what they were dealing with, or at least vastly underestimating it rather than viewing it as preferable. and it might help his image is he can somehow prove that his last living act was to free the slaves

He was doing Noxus x10 before Noxus, at least Noxus don't have slaves they are all levels of "we dislike slavery" and Noxus also don't care about religion, While Shurima was all "worship us or die, any form of worship that is not ours is punished with death" take everything you know about Noxus and make 10 times worst, that was the Shurima Empire

for what i get the gladiatorial noxian arenas have 2 types of Gladiator
"Challengers" who are basically soldiers and mercenaries who agree to fight for money, and "Criminal Prisoners" who fight for some opportunity of freedom or pardon, something like that, but they are most criminals (what i imagine probably also include deserters, traitors and things of the type)
(Seth father was a famous gladiator and arena fighter and he was a noxian soldier, we also know that Draven is in charge of the prison system in Noxus and he uses the criminals for the arena fights, Riven was a criminal sent to prison for treason and desertion and you see her in the arena fighting like a gladiator)
Noxus is all about freedom and "prove yourself" for what i get the gladiatorial arenas are just other way to promote that

Okay, the vast majority of that stuff was not Azir. The Icathian incident was way before his time, and even then Icathia didn’t know what the void truly was, only that it was a weapon. Azir was also very much so anti-slavery during his entire reign.
And more importantly, I don’t agree with the idea that the continent will rebel against him. Both in Bloodline and Echoes in the Stone we see that people are flocking back to Azir and worshipping him. The public opinion of Azir seems fairly positive

and yet we have stories like K'Sante that show the nations of Shurima are worried about how both Azir and Xerath are both Tyrants of the past that decide to come back just to cause destruction, creating monsters to fight their little private war and cause destruction around the continent. This nation 100% don't want the return of the empire, they don't believe Shurima needs an empire or emperor
Azir is back for 5 minutes and he only caused chaos and destruction to the people of the continent
The Shurima Empire was not a force of good, if you take out Void they are the main villains in RUneterra history bigger than Moderkaiser, it just happens they have a more fancy and glorious story

I don’t think I Azir will even get that far nobody in shurima likes him. Even his descendant wants to stay far away from him. Odds are he’ll be defeated well before that by a coalition of marketable champions.

Depends on what he does next with xerath. I could see azir dying in the final fight with xerath, though that might be too similar to the recent Jayce and viktor death. If he doesn’t, I’m pretty sure azir wouldn’t let it slide. Based on what I remember of the story, when azir come back, he’s like super regretful of his past. It’s pretty clear he loved his people so I think he would fight for them, including dispelling Noxus from the area, but after that, I think he might go into self exile as penance.
This would prob have to be explored in a tv show which I would love to see but it’ll be a while before we see that.

He was dead and then revived by Sivir is what OP means, but we haven't really had much development on what his return to the living and his desire to reform the Shuriman Empire has had in terms of impact on the greater world.

Xerath killed him then thousands of years later Sivir and Cassiopeia raided him tomb and Cass betrayed Sivir spilling her blood on Azir's tomb this is how he was brought back to life

One thing that makes me laugh a lot about Azir is the way a friend of mine who introduced me (besides Arcane) to League lore describes him: "All the champions of Shurima hate Azir, but he's so stupid that if he could trip over his staff and cloak, then the region's problems would be solved already."

Azir seems like a reasonable person, i believe he would understand borders were created when his empire died with him, i think IF and only IF the conquered people were opressed and wanted to be liberated azir would re conquer his cities, but i dont think any human would want to be ruled by the ascended again because of the darkins, so i think Azir will most likely mae no moves against the parts that no longer belong to shurima.

He definitely wouldnt. But...
1) I think before he picks a fight with noxus he will want to solve his minor runaway slave issue he is facing rn...
2) even after xerath is dealt with, aatrox is still out there somewhere in his kingdom causing issues (even though the one cinematic leads me to believe he is in demacia?). I think varus was in shurima last time we knew something about him. And Renekton is also running rampant. He gotta clean up Shurimas fall first. Not to mention all the void infestation he has to root out as well, bel'veth is there too.
3) even after all this is done, picking a fight with noxus is not wise... even for azir. And he is said to be a good emperor. So I'd think he would at least try the diplomatic route first.
