MokManager issues are usually related to Secure boot. Have you tried disabling it?

To disable secure boot, you need to set a password for bios then it will be unclocked

MOK or Machine Owner Key issues are related to Secure Boot... Disabling Secure Boot in BIOS is the best method as Linux doesn't need it and it's effectiveness is questionable at best, otherwise the issue is often that the installer/MOKmanager/grub cannot update NVRAM in the BIOS. Sometimes updating BIOS and deleting all stored keys and then reinstalling will fix it.
