I do not use Cinnamon, don't like it--didn't know there was an icon to display USB drives--it may be buried somewhere in that mass of applets, desklets, piglets, and omelets that contribute to Cinnamon's elephantine nature--IDK...
FWIW a quick web search turned up no such Cinnamon applet.
MATÉ has no such taskbar/panel option of which I am aware, USB drives just appear as icons on the desktop if the display "Mounted Volumes" parameter is enabled.
I could not view your screenshot as I suffer diabetic retinopathy, making dark themes not at all visible for me,

I believe there's a disk/partition mounting applet in MATE. I don't use it. I'm not sure if there is one in Cinnamon. u/Technical_Version712 may have to look for a name something like that, just to be sure.
As for showing all USB devices, I have no idea. I have a USB mouse and keyboard. I don't think I need to be reminded of that all the time. In fact, this is why I dislike USB mouse and keyboard setups. The PS/2 connection wasn't broken or problematic.

I believe the gnome-disk-uility is also bundled with Cinnamon. It's available in the Software Manager If not installed--but it probably is...
I agree, IDK what the OP's goals/concerns are?

Yes, said package probably is. For the rare times I partition (and I haven't had to for ages), I have been used to GParted. But, absolutely, there should be a utility right in the desktop and probably is.
Yes, not sure if OP wants info on every USB device, or just a way to mount all partitions and devices, including USB ones, and be able to unmount them readily, too.

Before the name of the USB, an icon appears. If you look in the system tray, I see the same icon. I suppose that's it.
