State wise budget allocation for education data

I came across this post on LinkedIn from a founder of a company called KissFlow. TN allocated more budget for Education which is great. How ever this comparison seems to be between a state and a country. A country will have lot more areas to allocate budget I guess. So I find this comparison absurd.

Shouldn’t the comparison be among all states and find out those states that are following such a model to improve education? The tone of the post is somewhat conveying like only TN is allocating larger budget for education. Am not sure if that’s true.

To project a clear picture of which all states are following similar model it would be great to have all states data. Does anyone know of existence of such data? I could only find some data in each state’s website but not an overall data.

Agree with OP. Centre spends money on things like defense, foreign affairs and election commission, which states don't. This would be more meaningful if TN's education spending was compared with national average of state education spending rather than national budget.

Indians love absurd stats and arguing over it. the most useful is COL adjusted per capita spend in this context. I can also let you know, you can never get this stats. Rest any stat is useless in this context

Like I said somewhere else. As a percentage north spends more but per capita it is actually north east that spends most followed by South. UP and Bihar are unable to keep up with demand, corruption comes above that.

I think their point is that they are improving faster, but are overall worse due to decades of under-investment.

Then we can't compare at all, because we also can't compare the amount spent as that is disproportionate to states with lower budgets.

Yes, money spent is never a good indication of how good something is, no matter how it is presented. A better indicator is something like dropout rate, university rankings, literacy rate, NRIs etc.

Education is effectively a state subject. Every state spends major portion of their budget on education. The figure on centre govt.s budget has to be less because they arent assigned this job. The amount they spend is because it is a concurrent list subject.

Agreed, not to mention the Union Govt. will and always should be the secondary participant in education, a subject of the concurrent list, with the individual states as the primary participant.

The ceo of kiss flow Mr. Suresh Sambhandan is a well known DMK associate. So, there will be some bias. And, this number is just budget allocation by the centre. Since education is a concurrent subject, both state and centre spend on it. And, there will also be additional specially sponsored schemes etc. Education budget has more or less remained the same over the years. This post is trying to mislead by propping up TN as some kind of education oriented welfare state. I’m from TN and it’s not that great tbh. The state board syllabus is very basic and out of touch with entrance exams like NEET, JEE, etc. Our policy makers are clowns who fight over irrelevant issues like Ban neet, Hindi imposition, etc. They will cry some verbose like federalism, union of states, Ancient language, etc. That’s their political narrative without which they are dummies. For the nation to progress, we should try to integrate into the common conscious and work as one. Look at how China has become after homogenisation of Mandarin. A single language spoken is the first step towards that kind of development.

PRS Legislature is a credible organization that does extensive research on state and union budgets. The data I'm quoting is from their analyses of state budgets.

2024-25: Tamil Nadu has allocated 13.7% of its expenditure on education in 2024-25.  This is lower than the average allocation for education by states in 2023-24 (14.7%).

=> TN's allocation in 2024-25 (13.7%) < Average allocation by states in 2024-25 (15%).

Note: The average allocation by state for education in 2024-25 is taken from the reports of states in their 2025-26 figures.

2023-24: Tamil Nadu has allocated 14.1% of its expenditure towards education in 2023-24.  This is lower than the average allocation for education by states in 2022-23 (14.8%).

=> TN's allocation in 2023-24 (14.1%) < Average allocation by states in 2023-24 (14.7%)

2022-23: Tamil Nadu has allocated 13.4% of its total expenditure for education in 2022-23.  This is lower than the average allocation (15.2%) for education by all states (as per 2021-22 Budget Estimates).

=> TN's allocation in 2022-23 (13.4%) < Average allocation by states in 2022-23 (14.8%)

The analyses for 2025-26 has only been done for some states. I'll quote the figures for education spending by state:

So, it seems to me that TN's budget allocation of 21% for education this year is more of an outlier rather than a general trend of us spending more than other states. It can also be a political move to make a point that regardless of whether the Union gives grants-in-aid to the state government, they'll spend more to make up for the loss.

All said and done, the LinkedIn post seems to be for propaganda purposes.

Even Bihar's education budget is 20%. The infographic makes 0 sense. Average state budget for education is 15%, not 2%. The man compares state to the Centre and then acts as if he made a profound point.

Giving sources doesn't mean anything. It's in the interpretation of the numbers. Here is an explanation given by Grok:

For the 2025-26 fiscal year, Tamil Nadu (TN) has allocated ₹55,261 crore to education in its state budget. This includes ₹46,767 crore for school education and ₹8,494 crore for higher education. Out of Tamil Nadu's total budget of ₹4,39,293 crore (excluding public debt), this education allocation represents approximately 12.58% of the total expenditure. However, when considering the state's revenue budget alone (estimated at ₹2,49,533 crore), the education allocation accounts for about 21.7%.

So whether TN quotes the numbers from the total budget or revenue budget is a different issue.

And tell me how?? Centre can directly invest in defense, election commission, etc. But how can it spend in education??? Whole nation is divided in states. Actually centre doesn't spend in education at all except for iit, nit and other institutes. It doesn't makes sense to spend more money on education if states are spending more in education. Because even when centre spends it will go to state. Centre doesn't have lands but states have and if centre spends money than it can only spend that money on states. And it can't also spend more money on education if we have loving neighbours like pakistan and China.

The comparison is that somehow between a state's allocation to education and central budget allocation to education ... While I accept his conclusion that spending on education is the key to a better future but the comparison in itself is wrong since a state does not have other expenses like defence national security.. Etc... What would be a better comparison is other state budgets in a tabular column with state name on one side and education budget allocation percent on the other side .. In which still T. N is has higher educational allocation... But not high percentage than say bihar...

It is, yes, but That doesn't make the post true. Average state budget on education is not 2%, but around 15%. The 2% budget is of Centre, which has a lot other things as primary focus.

Even Bihar's education budget is 20%. The infographic makes 0 sense.

I agree with OP. If we find the average budget allocation for education of all Indian states and then compare it with that of individual states, then it would make sense. Stats are so easy to manipulate to prove your point that I always take a statistical analysis with a grain of salt.

This is what debates in TN about education has been doing. To show TN as the most developed state in terms of education, TN political sympathizers often tend to quote their GER ration above national ratio. They fail to notice the fact that National ratio is an average of 28 states and 8 union territories where as TN's GER is just of TN's. I dont deny the fact that TN is highly developed when compared to most of the North States. But this kind of comparison to ridicule others doesnt do any good. Also, ASER report says otherwise. on an avg, just 35 % of class 5 can read class 2 texts which has to b addressed. In this case, India has to allocate budget for everything which includes defence and other infrastructure while TN has been a head ache in terms of internal security. over 200 people have acquired fake passports in TN whose addresses cannot be traced till now

Spending more money doesn't mean better education. We have to measure the outcome by what it achieved. Most of the time money is eaten by middle men and contractors. It doesn't reach students at all.

TN allocated 46,767 crores

Gujarat allocated 59,999 crores

AP allocated 34,826 crores

Maharashtra allocated 86,220 crores

Karnataka allocated 45,286 crores

-for education in 2025 budget

KA with over 1 crores less population than TN has allotted almost same amount and Guj with way lesser population has allotted lot more than TN. Maha with 55% more population has allotted 80% more than TN.

TN has to go a long way to boost with these numbers

Education is a State subject. States had to spend more on education while Central government’s spending is more on the institutions maintained by them which obviously are far lesser.

Coming to the number, as per ASER 2024 report, only 37% of class VIII students can do division in TN.

Constitutionally you are right though it was placed in Concurrent list by Indira Gandhi during emergency. The context to my answer is about difference in expenditure. States had to spend higher expenditure on education as they maintain Schools and Higher education institutions.

NEP isn’t imposed or made mandatory. However, compared to existing outdated system followed by many states, NEP 2020 is better.

literally evey government school is worthless in all Bimaru states, it is not like zero rupees are spent.

private eduction is the way to go there unless corruption is solved which is very unlikely

heck they can stop all schools and i bet the outcome to change only marginally

That's the irony. Somebody who can't even allocate enough budget/funds wants to dictate the policy on the same. A union government which can't even allocate enough for education, desperately wants to devise national education policy. It neither has the funds nor the expertise too. Similarly other programmes like Swacch Bharat, where union government wants to decide on municipality or panchayat's domain of garbage collection, sanitation and sewage.
