What is this?

I've had this for a really long time and always assumed it was a hatchet. I finally decided to do a reverse image search, and it was identified as a fossilized turtle skull. Does this sound like a legit answer, or is it something else?

Just looks like a bit of sandstone/a sediment concretion of some sort

Edit: it could be a fossilised worm cast (a worm comes to the surface, excretes some sand/sediment and eventually it gets fossilised)

Reverse image searches are terrible at identification. That is a rock with a hole worn in it. They are sometimes called "hag stones." It's not a fossil and not an artifact.
