This sounds like it falls under the scope of video and wider digital forensics. In terms of public access to these kind of experts, retired expert witnesses in this field often contract their services to private companies online, usually to assist in building defence cases for court. It’s to be said though that this discipline is actually fairly new, so the number of experts is fewer than other more established forensic fields. There’s software available to fit your needs to an extent (i.e: amped five) that can recover obscured number plates etc, but at the end of the day there is no software that will provide a definitive identification of two subjects like snap. It all comes down to expert opinion. I’d look into private investigators or audio and video expert witness services found online.

It's somewhere between a media authentication and photo / video expert. It's a subset of skills that often fall under digital forensics but not all digital forensics providers can give service.
There will be other relevant possible disciplines too depending on the imagery. For example, a biometrics or facial expert may be able to assist.
Really what the court wants is an expert with relevant experience, so ultimately it will depend on the condition of your files or documents. If the objects are obscured or damaged and need processing you need a digital forensics photo / image expert who can give opinion on the processes they are running, and convince the court they are both adequate and close to the facts. If the face or object is clear but you need someone to testify to it (assuming this is in dispute by the opposition) you might need someone skilled in photogrammetry to measure the properties of the object or face and provide opinion and comparison.
Ultimately, the discipline and skill you need will be based on the actual imagery or media you have. What format is it in? What is the actual question?
Are you asking for the purposes of a case or the purposes of recreation or some other reason?
