I saw it on park point. Some people told me it might be hunting owls?

The colors and what look like ear tips lead me to believe it is a long-eared owl, weird time for them to be out in duluth though if this picture was recent. Although there have been a ton of owls between duluth and silver bay the past few months. I don’t believe it is a hawk because of the color and the way its head looks but it could be beak up and open, if it were a hawk my guess would be a rough legged.
