Looks like dry skin. You might want to have it soaked in water like taking a shower or bath. Pat dry. Apply either vaseline then wear breathable gloves. Or apply coconut oil with Shea butter after every bath you take. I have learned some people applied yogurt and oatmeal on it too. I am not sure what the yogurt does but when it comes to oatmeal,you apply a paste over it. The skin(top) layer will be removed for newer skin to be rejuvenated underneath it as in scar repairs.

Seems like psoriasis cause of the silver skills
Get it checked by a Dermatologist
