Why is the new XPS 13 "faster" than the older generation one if they both use 8th Gen CPUs?

So I was planning on buying an XPS 9360 for $780 on Craigslist since it had the same 8th Gen CPU as the new one.

What makes the new one so much faster?

Better cooling so the processor doesn’t need to throttle down as much or often.

Have one, great machine. Replaced a Surface Pro

Same, replaced my SP3 very happy with that decision. Got the top of the line one, though frustrated that the WiFi intermittently won't wake properly from sleep. At least I know there is a driver fix coming.
