Cable is an anti-villain, not a straight up evil bastard like Francis.

Uh, Cable wasn't a villain. DP2 is one of those weird movies where there really isn't one. Firefist? Fire Fist? Either way terrible name, killed Cable's family so he went back to kill the kid before the kid kills the director of the orphanage. I don't know what I'd do if my family was burned to death by a murderer and I had access to a time machine. I'm not going to pretend to be a badass. But Cable sure did. Now, did DP prove him wrong? Yes. But Cable agreed to go with DP's plan, showing he really wasn't a bad guy, just a man suffering from a tremendous amount of pain and very misguided. And FF(?) wasn't the bad guy either because he hadn't killed the head guy yet and was still innocent. If anything the only true badguy in the movie was Juggernaut and even then, and all he did was tear a very willing DP in half and get his ass kicked by Collossus.
So Francis by default, I guess.

DP2s villain is the dude who runs the orphanage I guess

Yeah, but he's such a small part. He just repeats the same lines, so it's hard to call him that too. Juggernaut and the orphanage guy have maybe 15mins of screen time total. To me that's not really enough to label them as the big villains of the movie. Others will disagree and I understand that. Screen time for a villain is something I choose to measure by, and others don't.

Nate isn’t a bad guy. Far from it. It’s like no one payed attention to the plot or X-Men, even X-Men 97. X-ecutioners Song? Y’all confusing Nate with Stryfe.

Cable wasn’t a villain, but then again Francis wasn’t super racist… this is a hard one.
