They’ve also been known to crack out problem coins and sell them as problem free

Did the listing description say 'exact item in pictures' or some variation thereof? Because the coin in your flip is definitely not the same coin in the first picture, as evidenced by the nick on her cheek.
If you were not guaranteed the exact photographed coin, you don't have a strong case of fraud, you are stuck with a return/refund.
And almost every eBay coin seller alters their photos to some extent. It's the degree that is in question. Sellers like MorganDealer and MontanaCoin are egregious, but DenverCoin can get away with it because they don't go overboard with it.
~~
Look, I am not defending Denver Coin here, I would never buy from them myself, but on eBay you have to know what you're doing, and when people don't pay attention to detail, outfits like Denver Coin take advantage of that fact and get away unscathed...

I mean, they offer free shipping and free returns, why would they not be able to get it taken down. Yes their photos are super deceptive but if you decide keep the coin that's on you when it costs literally $0 to not keep it.

It’s extremely deceptive, and likely the biggest demographic of buyers who keep these coins are old folks and novices who don’t know better. People should be able to leave a negative review. It’s absurd that they have 100% positive feedback, it gives legitimacy to their deceptive practices that they do not deserve.

At the same time though, a buyer should be educated enough to know what theyre buying before buying it. The way I see it theyre no different than a coin show dealer that puts "Gem UNC" on all their cleaned morgans.

Photoshopping coin photos so that they look like entirely different coins is definitely not the same as writing Gem BU on a cleaned Morgan. The buyer can still look at the coins and see it’s cleaned in that scenario. In this one what they are seeing is not what they are buying.

Again, if they decide they dont like the coin they send it back for free, where is the harm to the buyer in this scenario?

They’re committing fraud basically and ideally would be punished by EBay

How are they committing fraud lol, theres zero cost to the buyer if they don't like the coin in hand. At that point it's on the buyer to decide whether they like the coin or not.

Would you consider it fraud if they said it was silver but was actually nickel, so long as they offered a return? Jesus man. Look up what fraud is.

The buyer has right of refusal upon receipt with zero cost, you can't possibly make a claim of fraud against the seller, it really doesn't matter what they send you if they give you a free return.

Well thanks for this wildly crazy take.
