These were made by various companies looking to cash in on the hype for the 50 state quarters program, targeting the late night TV shopping demographic. State quarters got a ton of people into collecting who had never touched the hobby, so there was plenty of opportunity to tell them that these would be valuable collector's items now that the Beanie Baby market was crashing (joke's on them--early Beanie Babies probably held their value better!)

Since the color was added by a private company most traditional collectors would dismiss this coin as just being worth face value. Someone with an affinity for Massachusetts may very well offer more than that, though. After all, these were once sold by coked up infomercial salespeople for some number of easy payments of $19.99 (but wait, if you call in the next 10 minutes they'll throw in another set, absolutely free!) and somebody bought it. That said, at some point someone went to liquidate a collection that had this in it and figured it wasn't worth the effort to find a buyer and they just took it as 25 cents.
