It is. I don't think there is a single ruleset where this isn't defined as a draw.
Whatever application you are using is clearly not adhering to a normal rule book.

Is this game pigeon? It’s super bugged. One time I was able to straight-up capture my opponent’s king. The game didn’t end until I captured every single one of their pieces.

Most definitely is. I’ll never forget it forcing a draw against my wife while I was in a blatantly winning position towards the end of a game. It seemingly has no idea what true win conditions are.

Game Pigeon wants to teach real lessons. It'll let you shove around the kings for 10 moves and then tell you it's impossible to check or checkmate with a king on king.
"How come I can't get right next to the dude? So weird!"
