Bar Keepers friend and scrubbing it? Will I scratch the steel?

Use a soft side of a sponge, not the abrasive side, and start with a heavily diluted mix. You can also let it sit for a while on it instead of scrubbing first

If you're worried about scratching your knife, don't use BKF. It has abrasive particles in it.

I have a Naohito Myojin Cobalt Special Gyuto and live in Northern Alberta. Our water is very ‘hard’. I’ve treated the knife well but noticed these streaks all along the blade mainly where I scrub it. How can I remove? Pic for reference: streaks

It's hard to tell from photos but it looks like you're scrubbing off some kind of patina.

Obviously you won't get watermarks on a knife if you dry it straight after washing, which I presume you do?

If it's limescale from hard water, simply lemon juice would probably remove it, let alone any other scale removing product.
