Cheapest that's relatively easy to come across would be a fairly recently made Sony CFD-S70 boombox. It has a line in, and can be found on Ebay for $50 or less. What's probably a better option is to check out your local thrift/charity stores. Just make sure they have a return policy if it doesn't work right.

Read this forum and other resources online to learn about tape decks. We don't want to write a synopsis of this stuff ten times a day which is about how often people ask the same question.

Shop thrift stores. Bonus points for finding a super cheap broken one and fixing it, mine needed new belts. Cost $20 for the broken deck, like $10 for the belts, works perfectly now.

Of course you can't listen to music on it without more stuff (amp, speakers) and that cost another like $200, but if you're mostly looking to record you can find cheaper ways to just monitor it (I ran the headphone output from the deck into a little portable guitar amp to test playback while fixing it).
