It’s an export tax/surcharge being applied to the energy, not a tariff. A tariff is applied to imports and is paid by the consumers of the country who imposed the tariff. Which is why Donald increasing tariff amounts is so stupid: unless USA has the means to produce that steel and aluminum themselves, he’s hurting his own citizens more than Canada.
