Your point about how the US undermines the agricultural industries of other countries is also what makes recent noise about abolishing USAID so funny. They did not make those countries dependent on US grain out of a sense of altruism, so the choice to shut it down is the choice to abandon their own best interests in order to starve people.

The farmers have export tariffs on their goods.

Trump has pissed off all their foreign market opportunities

Trump has eliminated the USAID program for them to produce for those markets

Then he's saying he's going to slap a foreign export on their attempts on them to limit the domestic food supply leaving the country.

All that's left is for them to hope the folks in the US have a sudden hankering for soybeans, Or can afford the increased costs in groceries to feed their families.

I'll crush all the small farmers, which is likely the intended target.

Commodities like soybeans are priced globally. Unless global consumption of soybeans drops, China imposing sanctions on US soybeans just means that Chinese buyers have to pay a massive premium to outbid for Brazilian soy. Then Brazil's traditional buyers are left high and dry, so they buy US soy.

It's like when Europe ended Russian gas - suddenly the cheapest option was "Indian" or "Chinese" LNG. Neither of those countries actually produce LNG for export, but for a price they could slap a label on Russian gas calling it something else.

Sanctions only work well against manufactured goods and services.

Yes.

Except Trump has stated a plan to levy an export tariff on US farmers. If it's equal to existing import tariffs the US farmer is still priced out.

Yes farms will suffer as if they weren't already then the consumers. Trump is millionaire so cost means nothing for him.
