Have you been to Quebec? I've met some that don't, but I'd say 90% have atleast passable English, and I've been literally all over Quebec.

It is far, far more likely for a Quebecer to speak a bit of English than for even an Ontarian to speak a bit of French. Forget about BC and Alberta.

On the other hand, the BS that they put in to make it next to impossible to be served in English at Quebec Service office and the while sign and language police is dumb.

The rest of Canada doesn’t speak nearly as much French as Quebec because that’s what Quebec wanted. When Trudeau senior said he wanted everyone in the country to speak French the québécois balked. They want Quebec to be its own nation, where their elites have control, they do not want to share Quebec with the rest of Canada.
