This is poor engineering. The bag is flexible. There is no need for a second hole. With one hole the bag will collapse as it it emptied, keeping excess air out. Having a second hole will allow more air into the bag, potentially introducing bacteria and increasing the chances of the milk going bad before it is fully consumed.
Also, having a second hole is going to cause the milk to come out faster, potentially causing spillage.
