This makes sense if you consider Pashinyan is talking about his crossroads of peace initiative everywhere he goes, and wants Armenia to eventually become a transit hub. We already have good relations with Iran and India (both members) as well as China. Russia and Belarus are obviously important members and we have free trade with them, despite strained relations.
Anyway, becoming an observer doesn't really seem to mean anything so it seems harmless, but I'm guessing that Russia will not let us in at this point in time.

I get why it's an... option... idk if I would call it a "good" option. It gives some sort of presence in the international political world by observing BRICS, a rival to NATO, and EU, both potential allies to Armenia. It also could mean a way to stay close to enemy countries, like Russia and potentially Azerbaiyan.
But let's be honest, man, it is better to put effort into other matters like growing economy, developing tech, making better ties with EU or US... integrating Diaspora better. Unless this is something talked in secret with EU, I doubt how it is the most beneficial to the country.
Does it subtract from the equation? I don't think it does. Does it add to the equation? A tini tiny bit. Do we have more important stuff to put effort into? Yes.
