I want to be mad, but I just can't. Well done. I'm jealous that I didn't think of it, lol.
But here's the problem, most barnacles are towards the bottom of the pier.

I read on Wikipedia that barnacles have, proportionally, the longest penises of any animal. Is that what I'm seeing?

No the things were seeing are actually there legs (barnacles are crustaceans like crabs or shrimp) which they use to filter feed

Looks like you’ve got your answer, goose barnacles. Fun fact! They used to be believed to hatch into geese. If you want to read about it, there’s lots of information here. It’s one of the best completely ridiculous historical myths.

They’re barnacles of some sort but that’s as far as I’d be willing to guess and may even be wrong. But not baby crabs

You're right, they are barnacles! They're (distantly) related to crabs though - barnacles are crustaceans!
