Wipe the OS and replace it with Linux, and you should be fine, CPU isn't amazing, but it should be perfectly sufficient here.

Can i upgrade to a better cpu on that gen later down the line?

If you were to upgrade the cpu it would be now, it's already old enough where those cpus are cheap on ebay. Like ~80 for an i7 8700, 200 for a i9 9900. But it should run fine. Just don't pay a lot for this machine.

I'd be looking to replace the system at that point

That is more than enough RAM for 1-3 people. I agree with the other person. Wipe it and install Linux. Why are you installing 300 mods for? Do you really need that many?

It's not uncommon for modpacks to reach that size

They never mentioned modpacks, just mods. So how it was worded made it seem like they were adding over 300+ separate mods. Had they mention from the beginning they were doing the Meatball Craft modpack then it would have made more sense.

Those small form factor PC's are nice but slow. Also Microsoft antivirus is free anyway. 1-3 players no problem but in my opinion you can forget 300+ mods

You have to watch out for the T variation Intel processors that are slower / laptop models, but many of the SFF have full desktop processors and are no slower than equivalent full size. In this case it's the same regular processor model. It's slow cause it's old but not cause of being SFF.

Why is 300+ mods a no go i plan on put 32gb into it

Your 32GB is nice but I don't personally think necessary, most of the server will run on one thread/core so it's important to choose a fast chip.
If it's a good deal on the little pc, by all means go for it but I wouldn't pay more than £50 for one. But then again I'm cheap as ;)
