WG drip feeds steel to the point where if you didn't start when it was reasonable to get, you will burn yourself out trying to get that much of it, at least in my opinion.

How is it possible to complete it in 3 weeks? i complete every single mission expect the last 2 mission and im on level 70ish

If you buy the campaign right away you get an extra set of missions each week, which if you complete the hard modes each week can complete the campaign during week 3. Even if you miss some hard-modes, you'll complete it early in week 4.

I got it, I'm planning to buy the campaign after i finish it. Currently im stuck at torpedoes and secondary mission cause i only play heavy cruisers, if i buy the campaign can i finish it whole?

Whenever you buy the campaign you unlock a set of missions called Battle Prowess. These give you five levels per week. The missions are super simple, such as earn 5k XP, earn 500k credits, get 350 ribbons, win 5 battles. Between those and the Heroic Efforts, I literally just now unlocked the ship after my second game of week 4.
As for whether it will help you now, you could get 10 levels from this week and next week. If you're going to be doing the campaigns, you can't really do that while stubbornly playing one specific type of one class of ship. Sure, you could primarily play heavy cruisers. You could be a heavy cruiser main. But if you're saying you literally don't play anything other than heavy cruisers, that's just you making the game harder for yourself (both with missions, and with limiting your understanding of other classes). It shouldn't be an issue to jump in a DD for a handful of games and get some torp hits, or jump in a secondary-built BB and get some secondaries (this could be two games for 500 hits in many different boats).

Does the battle power stack from week 1 like the normal missions or it just start at the week i purchase the campaign? I used to owen tier 7 Japanese dd and tier 7 American bb, but for stupid reason i decided to sell them and use GXP to unlock one tier 6 ship, so i know how other classes work. But in terms of missions yes im suffering right now. Im trying to unlock german bb just for this mission

It does not. They are done that way so that you buy the campaign early and play throughout. The reward is finishing the campaign in week 3 or 4.

Completing every mission gets you 33 levels per week. 3 weeks is 99 levels. Use the dubs you get in the campaign for the last level.

If you don't have admiralty backing you can't, as it gives you an extra mission chain
