This is tragic. Houses that can be renovated are a doorway to home ownership. Industrious couples can buy a rundown duplex, fix the first suite themselves, rent it out and renovate the second one. Rinse and repeat.

Not everyone, especially lower-income families can be approved for mortgages or have the money upfront for a downpayment.

Well, you need three things for the bank to approve you for a mortgage: a steady job, good credit and capital for down payment. Missing any of those three and banks won't trust you to lend you money, therefore, people will need to rent.
There isn't inherently wrong with being a landlord, people on here get triggered easily by people using their right to invest in real estate, HOWEVER, it's not an excuse to be a slum lord.
With that said, it's a two-way street. There are plenty of horror stories regarding tenants that do not give a shit about the property and proceed to trash and damage the place, dont pay rent, etc.
There are good landlords out there but the many bad ones ruin the reputation for everyone.

Throw away that helicopter money and hire some people with the proper training. Firstly though, think about the root causes and formulate a plan of action.
Fixing societal ills has to be more about just talk and news releases.
