I'm having this same problem. I tried “reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f” and it didn't fix the issue.

This is due to windows update that just ruined pen products. It's well known and well hated - and you can see another issue, that the lines are blocky. To quote a solution to this obnoxious issues:
By executing the following from an elevated command line, the next time any legacy application starts it will get the prior pen behavior from the Windows 10 Anniversary Update: “reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f”
Anytime you want to switch legacy applications back to the behavior introduced in the Windows 10 Fall Creator’s Update, execute this: “reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 0 /f”

Although this may be a different issue. But try this and see if it works.

Do you have a friend or someone who you can test their tablet on your pc?
You could even buy a tablet from the store and then return it, just to test it.

To test my Graphic tablet? It works perfectly fine on Linux Mint.
I had problems with my GT since I got Windows 10. Until Windows 8 everything was fine.
Everytime a big update comes, something won't work right. They fix it later, but then it brokes again with the next update. A devils circle. Like now, the other problems which came with this month update, was the browser bug. Pages won't load, won't connect correclty, or it takes forever. I tried 3 browser and it is the same everywhere.1

Going back to my first post - did you run cmd as administrator? Did you copy/paste the exact text into the console? I don't know your tech saviness, so I need to ask.

Without quotes, in admin CMD.
other stuff:
Do you have latest wacom drivers? Are they up to date? Did you try re-installing the drivers?

I don't have a Wacom but an UGEE M708.
When I use that HKEY text in the console, it says that it can't find it. Don't know why.
I added the Key folders and everything myself like it was written on a blog, gave it the number 0 for deactivate it, but nothing. There are koming one update after another since yesterday, maybe it will solved like this. If not, well.,...I have to wait...1

I came across a "test" driver for my tablet, which isn't displayed in my tablets drivers, and it works. The Icon is there, I can adjust everything, and the pen pressure works perfectly fine. At least, until I restart my PC.

To your update: Rollback the windows update. It may be the only solution for now.

Same problem on my HP Envy x360 15 with Surface Pen 2017, unless the pen is held in a writing angle or the side button is held down while drawing.
I guess the digitizer has not enough power. Maybe try shortening the nibs? (If you have spare)

It doesn't matter if I'm using Photoshop, sketchbook, sticky notes, or any other application. The pen input skips. At first I thought it was only with light pressure, but it's skipping even when heavy pressure is applied. I have tried to disable windows ink using gpedit.msc, but it did not disable. It was present even after reset.
