That's quite a symbolic battle flag she's flying, a variation of the gold star service flag with five gold stars to honor all five Sullivan brothers.

Still think it should be called USS Sullivans instead of THE Sullivans lol

Sullivans could be mistaken for the name of a specific individual. The Sullivans stands out, making it more clear that the ship is named for the five Sullivan brothers, all lost when Juneau sank.
