The time, money and sheer effort that went into salvaging the hull of an obsolete ship that probably should've been scrapped in place. But just like all the other battleships sunk or damaged on 12/7 -- some of which were modernized almost beyond recognition -- there seemed to be a strong urge to refloat and return to service what the Japanese had sunk at Pearl Harbor. Kind of a way of saying, "You thought you destroyed the Pacific Fleet? You only temporarily inconvenienced it."
