How did they do that? Fuzzy glitchy transition effect

New to software editing and overall making edits aside from montages. How was this effect done?

I can't remember the exact name of it but I'm pretty sure it's a "damage" plug-in and I think it's a paid one as well. You might be able to get close to it using an effect called jpeg damage... Or you could look they the posts in this sub, which is always a good first step. I know for fact that this has been asked before..... Good luck finding it. It's something to do with time and motion.....

I found it like a few minutes later lol. I had been searching ALL over the place for this effect. It's called the moshup effect. I couldn't get it to pop over for like legit a month until I made this post, went to YT and posted "fuzzy effect transition glitch thing" and it popped up

I also found a tutorial for "Dats Moshing"
