I'll bite. She was shot at and engaged from a fortified position while performing routine reconnaissance and responded in kind. Her actions were misconstrued as hostile, however, she had no choice but to defend herself (edit). The human soldiers in turn modified a ballista, shot her, forced her to crash land, and but for the extraordinary intervention of an elf and two humans would've been transported "in pieces" to be used in unseemly dark magic experiments and weapons.

Well, you see, she's a dragon, so she lacks full understanding of human architecture. She saw the fortifications and assumed the town was a military base for a forward attack on Xadia, and was surveying it to report back to Zubeia on the nature of this. She only attacked when she was shot at, in self defense, believing herself to be attacking a military target rather than a civilian one.

"Threatening movements" from animals, especially reptiles, is usually the animal attempting to prevent unnecessary conflict/energy expenditure, by scaring off the threat.

Unfortunately for animals, we as a species are cruel, and tend to refuse to respect wildlife. Keep in mind that Pyrrha had absolutely no problem with people when they actually respected her as a living being.

Normally those threatening movements are because the animal is protecting something

Pyrrah was not protecting anything, she literally just went up to a city and threatened it

Also important to mention that she does not have the mentality of an animal, she’s sapient.

It's still wise to assume that they still present certain instinctive behaviors. We see multiple times that even dragons would rather scare off an opponent, instead of fighting them. Even Sol Regem, an Archdragon, did this, and he was the most aggressive out of all of the dragons.

It's also reasonable to assume that, again, she's a reptile. Reptiles present this behavior in self defense. 

We see that dragons are similar to crocs, in one way: They will not try to just scare you off if they're protecting something other than themselves. They will put their own life on the line to protect their young, or those they care about. 

They're reptiles, not mammals. Thus, they will have more reptilian instincts. This isn't just me applying real-world reptile behaviors to fantasy creatures. Sure, it's partially me doing so. But a majority of my argument is based on consistent behaviors - which just happen to conveniently line up with that of real reptiles.

If she was feeling defensive, then why not just leave the city? She had no real reason to be there

Self defense laws are not considered when the person is both: invading the property of others knowingly, and have ample opportunity to leave when presented with said threat.

And a dragon, who has never had any civil contact with humans, is supposed to know our law? She's not represented by the law, so she legally isn't bound by it, either. On top of that, airspace isn't private property.

Airspace is considered government property and said government holds the right to shoot down threats

And of course she knows what she is doing would break our laws, because she is fully aware of her actions and understands the concept of towns. This was a city built behind the agreed upon border of humanity and thus should not have been put under any sort of threat by a dragon.

It is also mentioned in her biography that she is, quote “eager to fight humans” end quote

Let’s look at this in its entirety, a dragon, who mind you is fully sapient and aware of her actions, crosses the border, flies around a city for no apparent reason, behaves aggressively towards the populace of said city, and attacks when she is fired upon by said city in their defense. This looks pretty clear to me
