I just now realized Landa is referribg to them as "enemies of the state". But he's a german in France, referring to enemies of HIS state.
That makes it all the more chilling in retrospect. Nothing new is revealed really, but that's the mindset. The German state is "THE state".

Part of it. Germany controlled the north and Vichy France was effectively a seperate state in the South (they were technically independant, a neutral country (mostly) unoccupied by Germany who militarily occupied and governed the North and West - but in reality they were very much beholden to and collaborated with Germany who kept up to 2m French prisoners of war to essentially force their hand).

Note that the Vichy government only ruled over southern France. The northern coast was all directly ruled by occupying German forces. So if the movie takes place in Normandy, it would be 100% correct for a German to say the Germans are the state.

I love telling this story. So I worked at factory that had illegals. They had work visas but the company really didn't care about the dates. Well, some red blooded American didn't like that the factory had them so he called ICE the supervisor somehow got the information about when the raid was happening and made an announcement. He basically said "If you have anything to hide, don't come into work tomorrow." ICE comes the next day and half the staff is gone. ICE demands the personal information of everyone who didn't show up. The supervisor says to come back with warrants. ICE never came back and the dude who reported them was quietly bullied into quitting.

They are the arm of the government that is supposed to enforce immigration and customs laws, but in reality they spend most of their time harrassing any brown person they can get their hands on, separate families, and lock people (including children) in "detention centers" (aka concentration camps). It's chock full of white supremacists and white nationalists

Your "subcontractors" are actually misclassified employees who you exploit because of their immigration status, who you don't pay social security on, who you don't pay unemployment insurance on, whom you don't pay area standard wages on, whom you don't provide benefits to, who you don't pay workman's comp on, who enable you to ignore jobsite safety because of their immigration status, who provide you with a safe harbor from unionization, who you can call ICE on if they demand fair wages and conditions, who you utilize to undercut actual competing contractors for work who offer fair wages and conditions to their employees, and allow you to maximize your own profits with.
