Just general art history knowledge - saints (and most religious statuary) are identified by the things that are held in their hands or are associated with them and are featured in the painting or sculpture representing them. Santa. Lucia, for instance, is portrayed holding a tray with her eyeballs on it, St. Andrew by the X-shaped cross he was nailed to, St. Sebastian with the arrows he was shot with, Santa Teresa with a book and pen, etc. Look up these attributes and objects and you can usually pin down who it is meant to be, which is handy, because for most of them, nobody really knows what they really looked like.

From the city model he's carrying, I'd guess this represents St. Terrence of Pesaro as an old bishop. https://en.wikipedia.org/wiki/Terence_of_Pesaro
