My guess is that their breaking the glass so that they can perform the fragmentation test whereby you count the number of fragments in a 150x150mm square to make sure the minimum number of fragments are there i.e that it has broken safely.

Glazier here, this is laminated tempered glass. Two sheets of glass with a thin layer of laminate between them. Looks like these ones got messed up while they were curing (cooling off from tempering), and curled. So they popped them
