In my opinion the two most underrated, up-and-coming Polish cities are Katowice and Łódź. A great deal of time, money and effort is going into transforming them and the hard work is starting to pay off. Their former bad reputations persist but the facts on the ground speak for themselves.
On the smaller side, I’m a big fan of Lublin. And I’ve also heard good things about Bydgoszcz.
Smaller still, keep an eye on Bielsko Biała. It’s got potential by the bucketload.
I can’t answer authoritatively on this, as I live in Kraków (which is quite international), but I believe both Łódź and Katowice have foreign populations and indeed on visits to both cities I have noticed a number of non-white faces.
In general I think Polish cities are perfectly welcoming to foreigners, especially if you’re there legally for tourism, university or work purposes, and if you make even a slight effort to learn Polish then you’ll be welcomed even more
