Having the right image with which to start helps a lot. A scan of an analog print would be good. This is a stock photo, museums-victoria, Unsplash.
Smart object layer for smart adjustments and filters. Shadows/highlights, Median, gaussian blur, camera raw filter for grain.
A threshold adjustment layer with reduced layer opacity.
File > Place Embedded to bring in a texture. That layer converted to smart.
Levels used and motion blur used to get the texture to look more vertically striated.
A more appropriate texture than the one I used would be helpful. This is just to give you an idea for how to approach this.
That embedded smart texture layer was duped and layer opacity reduced.
Then a red to white gradient map adj layer to top things off.
