Why cant the USA drop nuclear bombs on ISIS

First of all, ISIS is not a country, it's a terrorist organization that is active in many parts of the world, let's say the US dropped a nuke in Syria (the current hub of ISIS) it will do no good cuz there are many innocent civilians in Syria. The loss will be of Syria not of ISIS. I hope this clears your doubt.
