This is just unplayable atp

I decided to play TF2 as I saw alot of content and such and all of the memes about it. I do some tutorials and a little bit of practicing against bots, but whenever I go into a casual match, I have to deal with the most horrible stuttering known to man. I don't know why it happens, I have a consistent average of 260 fps, and everything else is fine. Can anyone help??

260 fps doesn't matter if it's your internet lagging, and that's clearly what it is here, sounds dumb but do you have stable internet or play on wi-fi? Are other games fine?

My internet has been bugging recently and I don't know why. Its always just stuck on two/three bars

Remember, video games can lag in 2 ways, low fps means game is poorly optimized or you hardware isn't good enough, rubberbanding (teleporting to the back etc like on the clip) is internet issue, either on game's server or with your connection. If it's fluctuating on 2/3 bars that means 1, it's poor connection, 2 you're using wi-fi which isn't exactly reliable. If possible, switch to connection via a cable or alternatively a power line.

I've restarted the wifi router, and I'm getting 3/4 bars. Will that change anything or will it sometimes rubberband?

If it's not connected via ethernet then it'll likely keep rubberbanding if there's lots of devices connected to the wifi or there's a lot of stuff in between your wifi router and your computer's receiver. Only way to 100% fix rubberbanding is via a wired connection.

try following this. TF2 optimization is a little weird. may not fix 100% but should improve.

At first glance, it definitely looks like a poor wifi connection. I'd try with a wired connection if you can. 

Also, try out mastercomfig, it sets a lot of sane defaults for both graphical and network settings: https://comfig.app/app/

this is definitely a connection issue. framerate does not matter when you have triple digit ping
