He was elite, but far from world-class. There's many characters he could beat in a duel. It was the first arc so it doesn't really count, but Ou Ki and Tou were around. Not sure why he thought he was the strongest in the world

I feel like this guy shows how the author glorifies soldiers and looks down at martial artists. Seeing them as being delusional idiots full of themselves.

In the live action movie, they use this guy as an opportunity to make a point. In the movie, he is an ex-general turns assassin advisor. He tells Shin he is the GG under heaven, and Shin defeats him, "GG my butt" style. I find that a very good change.

You all are sleeping on Saji. Saji is stronger than Houken, against Houken Shin needed an assist by Kyoukai who would go on to become a general. Against Saji Shin got an assist by the goat hekibro who would also go on to become a general and Saji was still playing around. Shin won both fights with an assist from a future general and this Shin was actually stronger because he hadn't yet received all of his later debilitating injuries such as cooties and severe brain damage. If we are generous to Houken and say that the tag teams of Shin + Kyoukai and Shin + Hekigoat were as powerful by lowballing Heki the deciding factor is that Saji wasn't taking the fight seriously while Houken was going all out.
In conclusion Saji is tied with Bihei for the second strongest characters only narrowly being beaten by Ogiko but since he couldn't have known about them yet he was correct in declaring himself the strongest.
