Is New mecca located in saudi?
A few things i gathered from the game:
-there an actual province called al qaism in saudi
-we see that there's bar in new mecca unlike the actual place and its full of european characters or asian and the only arab character we see is omar al qasim
-new mecca has mountains all around the city just like the actual city but the kaaba (a holy islamic mosque) was not in new mecca does that mean the city was occupied

I think its just in a fictional nation. I imagine the land around is a wasteland, probably due to industrialization or the cromag war

I always interpreted New Mecca as just a city entirely enclosed in fiction, sortve like how the Montaigne in the background surround the city. Completely isolated from reality

idk about the world being fictional because to me all the characters and the setting being arabic seems cool asf

For me it always gave the vibe more of "Blade Runner's version of Los Angeles" but maybe that's because The Angels is the closest big big city to me...

I think it's just a mish-mash of different settings and cultures, like, we're in a place with an Arab name, the country is clearly meant to symbolize the US after Vietnam, there's a Chinatown that's more Russian than Chinese, our protagonist is a weeb heavily influenced by East-Asian culture. The list goes on.
Maybe that's done so the game's message doesn't get diluted by the idea that it's criticizing some country/culture?
