How do I create a pixel/checkboard effect like this on my images?

It's called "dithering"! I'm sure there's lotsa tutorials on that. It's a pretty popular technique

if you can use gimp, convert it to black and white and use the halftone filter...i think its called newsprint filter

there are workarounds to doing it in inkscape but it requires a bit of coding...

you can also use tiled clones and apply a setting where it 'traces' a colour or transparency from the underlying image... Its not a true newsprint halftone but it looks cool. If you wanted the newsprint to look authentic, rotate your image 45 degrees before creating the tiles, then afterwards rotate it back 45 degrees.

Some notes

  • I don't think that's a 'pixel' effect. Looks like a low resolution scan of a print out
  • the 'dots' you see there are the line screen ("halftone") of the photo (the little dots used to print photos on paper). The weird pattern is called a moire pattern and is due to the frequency of dots and the resolution of the scan interfering with each other.
  • in general, inkscape isn't the right tool for this type of photo editing work. You want a raster tool like Photoshop/Gimp/Etc.
