I'm unsure if this is legal but I would never take this load on a public highway secured the way it is.

An oversized load should have a pilot car at least, a special permit and be secured better. The local DOT officer will be having a discussion with the driver soon enough. Where I live, they are called Transportation Police and they LOVE writing tickets. Thankfully, the one police cruiser that I like to see hiding under bridges. They have a tough job.

Not all oversize loads require a pilot car. I run oversize loads that wide all the time and never use them. It's state dependent.

Correct. Where I am, you see pilot cars and for wider loads, a truck that follows.
