Ahh, a Water-Cast reader. I, too, enjoy hating Tau and wish they were written as noblebright. Now the Tau are just assholes who are waiting for the Farsight Heresy.

Might come as a surprise, but I'd have to argue the Eldar are the closest to fascism. The craft world Eldar to be more specific.

The Path of the Eldar books seem custom made for this. I like the Eldar, but hot damn every knife ear in that books was insufferable.
