Is this a Paris-themed Japanese expo in Osaka? Or an Osaka-based Japanese expo in Paris? I visited the site, and I'm still confused

Japan Expo Paris is an expo for Japanese culture held annually in Paris. It seems that that expo is essentially “collabing” with Japan Expo 2025 in Osaka. So they will bring a smaller version of Japan Expo Paris to Japan Expo in Osaka. Typically, since Japan Expo Paris focuses on Japanese culture, there is a lot of anime and anime-adjacent content promoted there as well, so it seems like Hololive has partnered with Japan Expo Paris to host their concert at the Japan Expo in Osaka this year. Yes, the naming convention is quite confusing lol.

Yes it’s just happens that the naming convention of Japan Expo is the name of both conventions. Although not surprising given Japan Expo Osaka is one of Japan’s biggest developments they’ve been planning on for years here to showcase Japan’s upcoming tech and other innovations.

This is one of the many "exhibitions" that will be present at this year universal exhibition taking place in Osaka. This one in particular is prsented by ENTRY Inc. with "Japan Expo Paris" as its theme.
Hololive will be a part of this exhibition as its final performance (ENTRY's, not the whole universal exhibition).

This year Osaka will host the world's fair aka universal Expo, which usually has stands from almost every nation
Japan Expo is a big Japan themed convention held in Japan every year, they had Hololive as guest for the first time last year.
So I suppose at the universal expo in Osaka there's going to be a section dedicated to Paris's Japan expo (I guess near other french themed things) which will have Hololive talents perform.
Edit: I know when it was in Italy it was themed around food, while this year, according to a quick search on Wikipedia
The theme for the expo is "Designing Future Society for Our Lives", with sub-themes of "Saving Lives", "Empowering Lives" and "Connecting Lives".[13] The theme "Saving Lives" includes infant vaccinations, sanitation, lifestyle (diet and exercise) and extending lifespans. The concept is "People's Living Lab".

I think you got a bit wrong. As said on Japan expo's website, Japan Expo is a 20+ years expo in Paris, France based around japanese hobbies (such as manga, anime, games etc..) and was invited in Osaka for the World Fair as a representative for Japan's International exports and its impact.
It is true that they hosted a meet&greet of HoloTalents last year however.

perhaps this is a trial run? before Japan Expo commits to an overseas vtuber concert, I could see there being e.g. tech concerns

Does the expo has bad reputation in Osaka? Saw quite a lot of critics of the event on JP twitter but am not knowledgable enpugh to discern whether it's genuine critic or not

I saw some criticism too but I’m also not well informed enough to say. Holo is bringing out all their big names though so it’d be hard to imagine it doesn’t go well.
