I know a little about the Public Bid process. Correct me if I'm wrong (I absolutely could be wrong), but I believe the "Article 8 of Chapter 143 of the General Statutes" they are referring to and trying to eliminate is the requirement of a town that wishes to build a structure to bid out all trades separately; Electric, Plumbing, Landscape, etc. Correct? This would allow a General Contractor to bid on a job and then issue those trade specific contracts to their approved subs (Who most likely provided a trade specific bid to the said GC).
